Researchers have been racing to learn about the virus since it was recognized in December 2019 as a new strain. Medical journals have pointed toward animals in nature as the origin of the virus.

“2019-nCoV is 96% identical at the whole-genome level to a bat coronavirus,” a study published in the science journal Nature said.

Another study published in the Lancet found results based on samples collected from nine patients who had contracted the virus corroborated the theory that the virus had come from bats. Researchers concluded the genome sequences of the coronavirus “was closely related … to two bat-derived severe acute respiratory syndrome (SARS)-like coronaviruses.”

Although scientists say they believe bats were likely the original host, it’s also very possible, the study notes, that the virus was transferred from a bat to another animal that may have been at the seafood market in Wuhan.

What Are The Symptoms Of Corona Virus Disease

according to “Who” the World Health Organization The most common symptoms of COVID-19 are fever, tiredness, and dry cough. Some patients may have aches and pains, nasal congestion, runny nose, sore throat or diarrhea. These symptoms are usually mild and begin gradually. How Does COVID-19 Spread

People can catch COVID-19 from others who have the virus. The disease can spread from person to person through small droplets from the nose or mouth which are spread when a person with COVID-19 coughs or exhales. These droplets land on objects and surfaces around the person. Other people then catch COVID-19 by touching these objects or surfaces, then touching their eyes, nose or mouth. People can also catch COVID-19 if they breathe in droplets from a person with COVID-19 who coughs out or exhales droplets. This is why it is important to stay more than 1 meter (3 feet) away from a person who is sick.

Covid-19 Will Devastate The Poor

The poor don’t realistically have backstops. They don,t have investments, or savings the majority does not have at least 10% of their yearly income put away. Their jobs were and are their safety nets, but thanks to an economic shutdown overseen by an out-of-touch and affluent political class that will not see an income decline as a consequence of its actions, the poor increasingly don’t have jobs. Worse is that with politicians intent on shutting the economy down, it’s unlikely that those most capable of creating new work opportunities through investment (yes, the rich) will do just that. Why invest in what’s not operating? And while consumption is a consequence of economic growth as opposed to a driver, millions of the poor “work” for businesses that meet the consumptive needs of individuals. Work is put quotes simply because millions fewer are working today.

COVID-19 continues to spread across the United States—infecting at least 1,000’s of people across the United Statesexperts are recommending that people avoid large crowds, stockpile shelf-stable foods in case they end up quarantined, and stay home from work and contact a doctor if they are ill.

But there’s a key problem with that advice: A lot of low-income people can’t afford to follow it.

Low-income jobs—line-cooks, nurse’s aids, grocery store clerks, nannies—mostly can’t be done remotely, and the majority of low-income jobs don’t offer paid sick days. Low-income people are disproportionately more likely to be uninsured or underinsured for medical care, and for many, even stocking up the pantry can be an impossible financial hurdle. According to a 2019 Federal Reserve study, 40% of Americans could not come up with $400 to cover an emergency. Lacking resources to prepare and protect against the COVID-19, many of these individuals face a higher risk of contracting—and subsequently spreading—the virus.

There’s a secondary effect, too. As states and community health departments scramble to address the COVID-19 outbreak in the U.S., they are shutting down schools, creating containment zones, and enforcing quarantines—moves that, again, often have outsized, if unintended, downstream effects on poorer people. Many low-income children rely on free and reduced school breakfasts and lunches for their daily nutrition, for example, and low-income parents can’t always afford child care when their school age kids are suddenly home all day. As schools across the nation float virtual learning in lieu of traditional classroom instruction, the millions of households that lack access to high speed internet might be out of luck.

The COVID-19 outbreak hasn’t caused these underlying problems, but it has highlighted the deficits within the U.S.’s fragile social safety net. If low-income Americans get and spread COVD-19 at a higher rate, it’s bad for everyone.

“There’s a confluence of issues that would keep individuals who are on the lower end of the income scale, or are unemployed and under insured, from being able to stem the tide” of the virus spreading, says Mavis Nimoh, the executive director of the Center for Prisoner Health and Human Rights, a partnership between Rhode Island’s Miriam Hospital and Brown University’s medical school.

The outbreak of the respiratory virus began in China and was quickly spread around the world by air travelers, who ran high fevers. In the United States, it was first detected in Chicago, and 47 days later, the World Health Organization declared a pandemic. By then it was too late: 110 million Americans were expected to become ill, leading to 7.7 million hospitalized and 586,000 dead.

That scenario, code-named “Crimson Contagion” and imagining an influenza pandemic, was simulated by the Trump administration’s Department of Health and Human Services in a series of exercises that ran from last January to August.

The simulation’s sobering results — contained in a draft report dated October 2019 that has not previously been reported — drove home just how underfunded, underprepared and uncoordinated the federal government would be for a life-or-death battle with a virus for which no treatment existed.

The draft report, marked “not to be disclosed,” laid out in stark detail repeated cases of “confusion” in the exercise. Federal agencies jockeyed over who was in charge. State officials and hospitals struggled to figure out what kind of equipment was stockpiled or available. Cities and states went their own ways on school closings.

Many of the potentially deadly consequences of a failure to address the shortcomings are now playing out in all-too-real fashion across the country. And it was hardly the first warning for the nation’s leaders. Three times over the past four years the U.S. government, across two administrations, had grappled in depth with what a pandemic would look like, identifying likely shortcomings and in some cases recommending specific action.

In 2016, the Obama administration produced a comprehensive report on the lessons learned by the government from battling Ebola. In January 2017, outgoing Obama administration officials ran an extensive exercise on responding to a pandemic for incoming senior officials of the Trump administration. Government officials, health professionals, journalists and historians will spend years looking back on the muddled messages and missed opportunities of the past three months, as President Trump moved from dismissing the coronavirus as a few cases that would soon be “under control” to his revisionist announcement  that he had known all along that a pandemic was on the way.

The White House defended its record, saying it responded to the 2019 exercise with an executive order to improve the availability and quality of flu vaccines, and that it moved early this year to increase funding for the Department of Health and Human Services’ program that focuses on global pandemic threats.

“Any suggestion that President Trump did not take the threat of COVID-19 seriously is false,” said Judd Deere, a White House spokesman.

But officials have declined to say why the administration was so slow to roll out broad testing or to move faster, as the simulations all indicated it should, to urge social distancing and school closings.

Asked at his news briefing on Thursday about the government’s preparedness, Mr. Trump responded: “Nobody knew there would be a pandemic or epidemic of this proportion. Nobody has ever seen anything like this before.”

The work done over the past five years, however, demonstrates that the government had considerable knowledge about the risks of a pandemic and accurately predicted the very types of problems Mr. Trump is now scrambling belatedly to address.

Crimson Contagion, the exercise conducted last year in Washington and 12 states including New York and Illinois, showed that federal agencies under Mr. Trump continued the Obama-era effort to think ahead about a pandemic.

But the planning and thinking happened many layers down in the bureaucracy. The knowledge and sense of urgency about the peril appear never to have gotten sufficient attention at the highest level of the executive branch or from Congress, leaving the nation with funding shortfalls, equipment shortages and disorganization within and among various branches and levels of government.

The October 2019 report in particular documents that officials at the Departments of Homeland Security and Health and Human Services, and even at the White House’s National Security Council, were aware of the potential for a respiratory virus outbreak originating in China to spread quickly to the United States and overwhelm the nation.

“Nobody ever thought of numbers like this,’’ Mr. Trump said , at a news conference.

Why? Hands touch many surfaces and can pick up viruses. Once contaminated, hands can transfer the virus to your eyes, nose or mouth. From there, the virus can enter your body and can make you sick.

Practice respiratory hygiene

Make sure you, and the people around you, follow good respiratory hygiene. This means covering your mouth and nose with your bent elbow or tissue when you cough or sneeze. Then dispose of the used tissue immediately.

Why? Droplets spread virus. By following good respiratory hygiene you protect the people around you from viruses such as cold, flu and COVID-19.

How to Make It

Step 1

My Mom’s Deviled Eggs

They say nobody makes it better than your mom make’s it. lol I can truly say these are delicious and you can never make enough because they are almost always devoured until there is not anymore left. I will leave a estimate of the amount of ingredients but this recipe comes with a preference and my mom always taste until its right so I suggest mixing and tasting until it makes it where you like it. you can also make them look prettier by piping the filling into the eggs so.  I have never once saw my mom do that either.  She just spooned it into the white.  If you’ve got the time and energy and want to make them look special, you just go right ahead get fancy.  I’ll be over here spooning it into mine because I’m just ready to eat. 🙂 these are the perfect side for a cheap thanksgiving dinner quick to make and you can make dozens at a low cost.


  • 12 large eggs
  • 6 tablespoons mayonnaise
  • 3 teaspoons yellow mustard
  • 2 pinches of sugar
  • salt
  • pepper
  • paprika optional


  • For easy-to-peel eggs, steam them rather than boiling them. To do so, add about 1/2 inch of water to the bottom of a medium-sized saucepan with a tight-fitting lid. Add a steamer basket if you have one, but it’s not necessary. Over medium-high heat, bring the water to a boil. Turn the heat off. Carefully add the eggs to the basket or just to the bottom of the pan. Cover and return to a boil. Steam for 12 to 15 minutes. It takes just a package of dry pasta, 1.5 cups of milk, 2 cups of shredded cheese, 2 tablespoons of butter, block of velveeta, and 2 tablespoons of flour. After cooking the noodles as directed on the package (leave them al dente), melt the butter in a saucepan with the flour until the flour dissolves. Slowly add the milk and stir continuously on medium to low heat until the mixture thickens. Sprinkle in salt and pepper to taste, along with block velveeta cheese, and stir until melted. Combine the drained noodles and the milk mixture in a casserole dish and top with the remaining shredded cheese. Cover and bake at 350 degrees until hot and bubbly.

  • Preheat the oven to 350 F.
  • Wash the yams.
  • Peel, then chop the yams ( make sure that they are about 1/2 inch thick.)
  • Place the yams into a 9×13 bake dish.
  • Place the butter into a medium sized pot, then melt it over medium heat.
  • Once the butter is melted, sprinkle in the white & brown sugar, ground cinnamon,ground nutmeg, ground ginger, and ground clove.
  • Turn the stove off, mix the ingredients, then add in the vanilla extract.
  • Pour the candied mixture over the yams, and try to coat all the yams with the candied mixture.
  • Next, cover the bake dish with foil, then bake the yams in the oven for 30 minutes.
  • Remove the yams from the oven, and baste them with the candied mixture.
  • Cover the yams, and bake them for another 15-20 minutes.

My Southern Collard Greens

I’m not bragging but I always get compliments on my greens and they are always almost none left over after the meal. I also like mine spicy so its hard to remember to tone it down. these greens are full of flavor, filling, and compliments the budget thanksgiving dinner. secret note* If you are making this for a special occasion, definitely make it the day before and just reheat it the next day. It tastes great the day you make it, but once it’s had a chance to soak up those flavorful juices. OMG delish!!!


  • 12 hickory-smoked bacon slices, finely chopped
  • 2 medium-size sweet onions, finely chopped
  • 3/4 pound smoked ham, chopped
  • 4 garlic cloves, finely chopped
  • 1(32-oz.) containers chicken broth
  • 8 cups of water
  • 3 (1-lb.) packages fresh collard greens, washed and trimmed
  • 2 tablespoon butter
  • 1/3 cup white vinegar
  • 1 tablespoon sugar
  • 1 teaspoon salt
  • 2 teaspoon of seasoning salt
  • 1 teaspoon cayenne pepper
  • 1 tablespoon of slap ya mama seasoning
  • 3/4 teaspoon pepper

How to Make It

Cook bacon in a 10-qt. stockpot over medium heat 10 to 12 minutes or until almost crisp. Add onion, and sauté 8 minutes; add ham and garlic, and sauté 1 minute. Stir in broth and remaining ingredients. Cook on low 2 hours or to desired degree of tenderness.

  • 1 cup milk
  • 1/4 cup corn or vegetable oil


  • Preheat oven to 400 degrees.
  • Add cornmeal, flour, sugar, salt, and baking powder to a large bowl and whisk to break up any clumps.
  • Combine egg, milk, and oil in a medium bowl and whisk to combine.
  • Add wet ingredients to dry ingredients and stir until just combined. Do not overmix.
  • Pour batter into a greased muffin tin, filling each cup about halfway. Bake for 13-17 minutes or until toothpick stuck in the center comes out mostly clean. Don’t overbake!
  • Serve warm with butter and a drizzle of honey.

Pecan Pie

My personal favorite I could eat a whole pie by myself lol. if I can bake it anyone can so this is a super easy recipe and well within a budget dish lets hope after those eggs and greens there is room for desert.



1 2/3 cups all-purpose flour, plus more for dusting

1/2 cup or 1 stick unsalted butter, chilled, coarsely chopped

Pinch salt

1 egg, chilled

1 tablespoon ice water, plus more if needed


1/3 cup maple syrup

1 egg

1 1/2 cups brown sugar

1/2 cup whipping cream

1 cup pecans

Serving suggestion: Ice cream of whipped cream, for serving


  1. Pastry: In a food processor, combine the flour, butter and a pinch of salt, and pulse until the mixture resembles big breadcrumbs. Whisk the egg and 1 tablespoon ice water in a bowl until combined. With food processor motor running, add the wet mixture to the flour mixture. Process until mixture begins to form large clumps, stopping the machine before the mixture forms a ball. If it needs a bit more water, add it. You want the dough to just barely hang together, and not be too wet. 
  2. Turn the pastry out onto a work surface, and knead very gently to bring the dough together. Form the dough into a disk shape, wrap in plastic wrap, and refrigerate for at least 1 hour. Two is even better. 
  3. Preheat oven to 350 degrees F. 
  4. Using a light dusting of flour on your board and rolling pin, roll out the dough to the desired thickness. Lay the dough into the pie plate, and prick with a fork all over, trim and decorate the edge of the pie as you wish. 
  5. Filling: In a large bowl, combine the maple syrup, egg, sugar, and cream, and stir well to mix. Transfer the filling mixture to the pastry-lined pie dish. Top with the pecan nuts, and bake for about 35 minutes, or until set. Let cool before serving. 
  6. Serve the pie with vanilla ice cream or whipped cream.

Average Pay In The Philippines

More than 4 in 10 Filipinos who are poor actually have jobs. They continue to struggle with poverty because they are employed in poor-quality jobs that pay less than what their counterparts in manufacturing industries get.

But as a growth driver for the country’s economy, manufacturing lags behind the services sector, including wholesale and retail trade, repair of motor vehicles and motorcycles, real estate, tourism, financial and insurance, health and social work, and public administration and defense.

Since less than 10 percent of the population has a per capita income above the global middle-income level, the [Philippines] is still a long way from achieving its goal of becoming a middle-class society,” says the PEU report released this week.

While more jobs may have been created during the recent period of sustained economic growth, mean wage rates have “remained stagnant and people are getting poor-quality and low-paying jobs” mainly in the agriculture and service sectors.

The manufacturing sector continues to account for the lowest share—18.1 percent—of the nation’s employed population as of January 2019. The services sector is the top employer with 55.9 percent of the nation’s workers while agriculture has 26 percent, according to the Philippine Statistics Authority.

Of particular concern to analysts at the World Bank is the high incidence of poverty even among households where the head of the family has a job. The poverty rate in these households hovers close to the national average of 21.6 percent, according to World Bank calculations.

The Philippine labor market suffers from a lack of quality jobs, which means “most of the poor are working poor”, as low-paying jobs of underemployment prevent them from graduating out of poverty, says the PEU.

Some households, the report cites as an example, earn as little as P50 to P100 a day, or close to $1.00 to $2.00 usd and many urban poor are “trapped in a low-wage and low-productivity jobs in the informal sector.

Metro Manila Minimum Wage Increase

MANILA, Philippines – The Department of Labor and Employment (DOLE) on November 5, 2018 confirmed the P25 across-the-board wage hike for minimum wage earners in Metro Manila.

New minimum wage rates for agricultural workers, firms in the manufacturing sector with at most 10 workers, and firms in the retail as well as service sectors with at most 15 workers will earn at least P500 ($10.00 usd) daily, from the previous P475.

Non-agricultural workers, meanwhile, will soon have a daily minimum wage of P537 from P512.

Under Wage Order No. 22, the P10 cost of living allowance (COLA) will also become part of the basic pay. Previously, the minimum basic pay ranged from P465 to P502, with an additional P10 COLA.

National Wages and Productivity Commission Executive Director Criselda Sy explained that the integration of COLA in the basic pay means bigger computations for overtime pay and 13th month pay.

The new wage order will be effective 15 days from publication in a newspaper. Sy said a copy of the order will be sent to their office on Monday afternoon.

The order was signed by DOLE, the Department of Trade and Industry, National Economic and Development Authority, and an employers’ group representative. Labor group representatives signed the order, but with reservations.

They are among the richest earners, one way or another. there was a story I was told about a politician that came in to the waitress job she said “the politician came in as he does regularly and orders ₱10,000 ($194.76) steak dinners for him and his guest” which is probably more than a month of her pay but what was not something that happened regularly was the little girl that came to finish what was leftover on the plates. The scale is odd in itself not only from the larger gaps or the minimum pay but look at the class difference you have a security guard making less than a fast-food cashier, a teacher making only $70.00 more than that fast food employee. its no surprise as to why money can actually and does contribute to bribes and unethical situations I am guilty of this during my first trip I arrived at the airport and the line was extremely long a employee approached me and asked me which terminal after I told him he stated if I had $20.00 he could get me pass security I agreed and he put my luggage on a cart and escorted me with a nod to security took me to the front of the line and helped me obtain my boarding pass. not bad for two days worth of pay only breached security and could have potentially put others in harm.

Bonuses and other incentives

The highest officials of the land aren’t entitled to receive additional compensations like allowances.

They are however entitled by the constitution to charge their basic living expenses to the government. On top of that, they are entitled to a mid-year bonus which is equivalent to one (1) month basic salary as of May 15.

It will be granted to those who have rendered at least four (4) months of satisfactory service and are still in the service as of the same date, to be given not earlier than May 15 of every year.

Manila with a population of 13,698,889 people has 3.1 million of these people being homeless. the city has the highest homeless population of any in the world. In the Philippines, more than 1.2 million children are homeless and over half of these are found in Manila. There are an estimated 6,000 slum- dwellers from 800 families living in cemetery slums in Manila North. Within these slums, frequent, violent anti-drug raids by the Philippine National Police which have killed more than 12,000 people since June 2016. the killings are linked to a war on drugs that President Rodrigo Duterte strictly enforces. Slums are scattered over 526 communities in all municipalities of Metro Manila the facts stated about poverty in Manila illustrate the extremes the people of this city live under, but this does not illustrate facts of there not being a opportunity for change. this is where we come in supporters and Project Payatas we can work in the Philippines to help the urban citizens in poverty and improve their quality of life. Crime is on the rise across america with our youth being a high risk in negative engagements. The overall crime rate in Wichita is 139% higher than the national average. For every 100,000 people, there are 17.97 daily crimes that occur in WichitaWichita is safer than 2% of the cities in the United States. In Wichita you have a 1 in 16 chance of becoming a victim of any crime. Our goal is to develop alliances and create intervention. Our mission is to decrease delinquency, substance abuse and violence with high-risk youth. We have to work with families and focus on strengthening relationships and communication. Reframing negative behaviors by putting youth within a positve relational context.

The juvenile systems of today needs to be reconstructed to curb recidivism the alliance needs to have the community involvement and a clear plan of intervention created and communicated with the alliance group constructed of partner organizations, juvenile probation and correctional officers, family, schools, welfare social workers and therapist. taking personalized assessments of the juvenile and then developing a plan with rational thinking exercises minimizing hopelessness,increase motivation for change. it won’t be a easy task but we can’t just give up on a young soul crying out for help with dedication Wichita can be viewed as a great city to raise a family again.

Wichita, Kansas is above the national average accounting for 25% of the nations violent crimes with a population of 290,591. A number to look at over the years is the amount of teens committing violent crimes in Wichita and how that has contributed to the over crowding prison systems in Kansas.

As a result in not providing juveniles with adequate programs to curve recidivism and create opportunities in impoverished areas, The Kansas prison system is over capacity and understaffed. instead these areas have been deemed “opportunity zones” where these zones provide tax incentives for development in Wichita neighborhoods with hopes of making them more attractive. during a meeting held by federal, state and local leaders  officials discussed how the Opportunity Zone program offers tax incentives including deferral and reduction of capital gains taxes when the gain is invested in a Qualified Opportunity Fund and maintained for a period of at least five years. Investors can defer tax on any prior gains invested in a Qualified Opportunity Fund (QOF) until the earlier of the date on which the investment is sold or exchanged or December 31, 2026. 

City councilman Brandon Johnson discussed how he hopes development in the opportunity zones within his district can fill empty lots with housing or businesses.

“So if we can get the mom and pop shop to get empowered and start a business in the area to help clean it up, these opportunity zones provide that opportunity now,” Johnson said.

Growing up in his district I can agree development is much needed and I can also say that most of the teens facing problems come from this district. but I will disagree that this will empower residence to take advantage when the opportunity is not very much in this zone. How can anyone invest when the majority does not have access to funds or means to have a bank invest in their dream. this zone lacks opportunity investing in a program that educates entrepreneurship, real estate, marketing, credit ethics, budgeting, and coding would be a actual benefit to a area that sees no hope other than a career in crime. so as people from outside of the community comes in to rake in money made from tax payers dollars tax payers will also foot the bill to pay for housing inmates who committed crimes in Wichita a direct cause from lack of opportunity, guidance, and programs these individuals who could have turned their lives around and contributed to the Wichita community will be shipped out of the state because our prisons are running out of room and money the all mighty dollar is more important than a solution.

Kansas To Send Hundreds To Private Prison

Hundreds of Kansas inmates will soon wake up each day in an Arizona city.

Kansas is turning to prison company CoreCivic to house up to 600 inmates out of state in an attempt to fight prison crowding. The outsourcing will cost millions of dollars a year.

Officials in charge of the state’s prison system – buffeted by years of staff shortages and rising inmate populations – say they don’t have better options.

“Sending Kansas inmates to another state is an option we wish we could avoid,” acting corrections secretary Jeff Zmuda said in a statement. “Entering into this contract to accommodate growth in the prison population is the best option available at this time for the safety of our staff and inmates.”

For $74.76 a day, CoreCivic will transport, house and provide training, treatment, recreational and educational services for Kansas inmates. Housing 600 inmates a year would cost about $16.3 million.

The Kansas Department of Corrections said it will send inmates to the Saguaro Correctional Center in Eloy, Arizona, in groups of 120. Initially, Kansas plans to house 360 inmates at the facility, but could eventually expand that to 600.

The contract lasts a year and could be renewed for up to three years.

The announcement comes as the state’s prison population hovers around 10,020 — 100 inmates over capacity.

According to the department, state officials will have the right to inspect the Arizona facility at any time.

From A Juvenile Delinquent To A Adult Convict

Red flags are easy to recognize in the days following a tragic event like a mass shooting—but it’s important to identify those early warning signs before they turn into a pattern of criminal behavior.

In some extreme cases, children as young as 5 years old are committing crimes. So when that child becomes an adult, he or she may already have a lengthy criminal record.

Matt Delisi published a study in the Journal of Criminal Justice that included 252 children living in Pennsylvania juvenile detention centers. The offenders ranged in age from 14-18 and on average had committed 15 delinquent acts in the prior year.

“If you have someone who is 3, or even 2, and is already reading it would suggest that the person is highly intelligent,” DeLisi says. “The reason is because the emergence or the onset of the behavior is usually inversely related to what they will become. The earlier something appears the more special they are or extreme.”

With criminal behavior, the onset begins with rule violations, but researchers say a juvenile’s first arrest or contact with the police is the strongest indicator of future problems.

Economic pressures increase the risk for emotional distress, which Neppl says can lead to harsh disciplinary practices. She is working on a study to determine if such hardships, when a child is between the ages of 3 and 5 years old, affect the child’s mental health when they are 6 to 13 years old.

Persistence, Desistance and Onset

Studies from the https://nij.ojp.gov show’s continuity of offending from the juvenile into the adult years is higher for people who start offending at an early age, chronic delinquents, and violent offenders. The Pittsburgh Youth Study found that 52 to 57 percent of juvenile delinquents continue to offend up to age 25. This number dropped by two-thirds — to 16 to 19 percent — in the next five years.[5] However, there are large individual differences at play. Juveniles who start offending before age 12 are more likely to continue offending into early adulthood.[6]

Not all offense types have the same persistence. One study showed that drug dealing and possession of weapons had the highest likelihood of duration and persistence into early adulthood, while gang membership had a shorter duration. Marijuana use had the longest duration, two to four times longer than theft and violence.[7]

The median age of termination of offending was highest for drug trafficking (age 21.6). Minor offenses such as shoplifting and vandalism usually stop before age 18.[8]

The annual frequency of offending is higher for nonviolent crimes than for violence. The frequency usually peaks around ages 17-19 and remains stable over time only for a small number of offenders.[9]

Studies agree that 40 to 60 percent of juvenile delinquents stop offending by early adulthood. For those who do persist, the transition from adolescence to adulthood is a period of increasing severity of offenses and an increase in lethal violence.[10] Most of the violence is directed at victims of the same age, and the age period of 16-24 is a high-risk time for violent victimization.[11] Many young people who offend at ages 18-20, which brings them into the adult justice system, would have been likely to desist naturally in the next few years.[12] Justice system processing may make them worse, rather than better. Somewhere between 10 percent and 30 percent of offenders start offending during early adulthood.[13]

Developmental studies of late adolescence and early adulthood do not support the notion that there is any naturally occurring break in the prevalence of offending at age 18.

Preventive Actions for Known Delinquents

There is good evidence that early interventions in childhood, such as home visits by nurses, preschool intellectual enrichment programs and parent management training, are effective in preventing delinquency. For example, an evaluation of the Elmira (N.Y.) Nurse-Family Partnership program found that at age 15, children of the higher-risk mothers who received home visits had significantly fewer arrests than controls. Another follow-up when the children were 19 showed that the daughters (but not the sons) of mothers who received home visits had significantly fewer arrests and convictions.[19]

Programs that target individuals can reduce offending in the early adult years. For example, the Seattle Social Development Project combined parent training, teacher training and skills training for children beginning at age 6.[20] At age 27, the intervention group scored significantly better on educational and economic attainment, mental health, and sexual health, but not on substance abuse or offending.[21]

Some interventions with older juvenile delinquents (ages 14-17) have been successful. One long-term follow-up found that Multisystemic Therapy (MST) participants had lower recidivism rates (50 percent versus 81 percent), including lower rates of rearrest for violent offenses (14 percent compared with 30 percent). MST participants also spent 57 percent fewer days confined in adult detention facilities.[22]

Financial Benefits and Costs of Interventions

The financial benefits of intervention programs often outweigh the costs. One review found that this was true of multidimensional treatment foster care (MTFC) ($8 saved per $1 expended), functional family therapy ($10 saved per $1 expended), MST ($3 saved per $1 expended), vocational education in prison ($12 saved per $1 expended), cognitive-behavioral therapy in prison ($22 saved per $1 expended), drug treatment in prison ($6 saved per $1 expended) and employment training in the community ($12 saved per $1 expended).[23]

In my eyes this is a opportunity zone for Project Payatas, the citizens of Wichita, state, city officials, and other organizations to build a alliance and set the goal to provide opportunity for all in our beautiful city the saying goes that numbers don’t lie and so far those numbers are showing us we have got to do something we are along way from home we have got to fine that yellow brick road to call Wichita home again

The Journey Begins

2019 was the start of a great journey for me. I met with the Barangay officials of Payatas the councilors had lots of information of the history of Payatas. Located in the 2nd district of Quezon city, Metro Manila, Philippines. Payatas was most known for the dumpsite and the tragic landslide of trash that killed 218 people living on the dumpsite and caused 300 missing persons, it reopened months after the incident at the request of residents and scavengers who depended on the dumpsite for their livelihood.

I visited Payatas after hearing about these things i had to see it for myself. I was already traveling and seeing many places in PH that really hit me hard and to be told that what I saw was nothing that things were much worse I couldn’t believe it. I heard of the children not having any food, no shoes eating out the garbage so with over 100 bags of food for the children I went to go see it first hand. There was a little guy named Vincent that made sure I didn’t forget his name lol. as all the children the interaction was natural had very high spirits smiles everywhere. as children quickly lined up the food quickly ran out. there were probably 90 more children in line that received nothing that feeling would stick with me for weeks it is still with me as my fingers slap these keys.

It is why I have spent time coming up with a way to create awareness and build relationships to have enough resources to make sure nobody is ever left out again.
